Paul leads Consult Hyperion’s Mobile Money Practice. He has extensive experience of the global Mobile Money sector, including the Mobile Money Transfer (MMT) and International Remittance markets, through projects he has successfully completed for Vodafone Group, the GSMA, Telefónica O2, The Gates Foundation, eServGlobal, Ericsson, CGAP (World Bank), DFID (UK Government) and the Royal Bank of Scotland, amongst others. This includes the concept definition, initial design, and assistance with the implementation of the pilot and commercial launch of the M- PESA service in Kenya, and refinement of international remittance strategies for mobile network operators (MNOs) and financial institutions.
Paul has advised clients during their negotiations with local regulators, in promoting best practice and standardisation across the Mobile Money industry and in engagement strategy. His analysis of the information security risk associated with the M-PESA service formed part of Safaricom’s recent submission to the Kenyan Financial Regulator. Paul was also the technology expert within the cross-functional team refining CGAP and DFID’s branchless banking.
